The Baldwin Park Housing Division is comprised of two separate divisions administering federally funded programs and grants allocated by the Department of Housing and Urban Development (HUD).

City Housing Division

The Home Improvement Loan Program provides immediate monetary resources needed to assist very low, low (50% to 80% of median) and moderate (120% of median) income owner-occupants to make needed repairs to their homes throughout the City, thus providing decent, safe, and sanitary housing while enhancing overall neighborhood and community.

Homes must be owner-occupied to qualify under this program.

Grants

The City of Baldwin Park offers very low-income households and low-income senior citizens and disabled/handicapped property owners grants up to $10,000 for essential home repairs. Eligible grant improvements can be found in the Program Guidelines/Application link below.

Loans

Deferred loans are also available up to $45,000 with a low 1% interest rate for substantial rehabilitation projects. Eligible loan improvements can be found in the Program Guidelines/Application link below.

Moderate Income Home Improvement Loans

For Moderate-income households, the City offers an amortized payment loan up to $45,000 at a low 3% interest rate. Eligible loan improvements can be found in the Program Guidelines/Application link below.

Lead-Based Paint Testing & Abatement Program

All properties applying for a loan or grant will be tested for Lead. If approved and necessary, property owners will receive a grant to abate or treat under lead-safe work practices any lead discovered.

Applications for the above list home improvement programs can be picked up at City Hall or downloaded below. Once the application is completed and the required backup documentation is available, please schedule an appointment to begin your application process with the following staff.
