Overview
What is Measure BP?
- A local sales tax of ¾ cent (0.75%) added to overall sales tax, which will generate approximately $6 million dollars per year.
- A measure approved by voters of the city of Baldwin park at the November 8, 2022 general election by nearly 59% of the vote
- A general fund measure that is only for use in the City of Baldwin Park, which means neither the state of California nor Los Angeles County can take or use any of the proceeds
Who will help oversee revenue investments?
- During the public education phase, prior to the election, the City Council made a pledge that there would be a stakeholder-based oversight, thus the founding of SOC.
- The realization of SOC will be in accordance with Ordinance No. 1500.
- The oversight by SOC, will continue for as many years as Measure BP exists, regardless of the terms of elected officials.
- Measure BP will be subject to a clear system of accountability including independent audits, annual reports to the community through SOC to ensure that money is invested properly.
- To further transparency and encourage good faith within the community, SOC members will be selected by a public lottery drawing at a City Council Meeting.
SOC's Duties and Responsibilities:
- The primary function of the Committee shall be to provide recommendations to the City Council on City projects, programs and services that should be funded, either in whole or in part, by revenue generated by the Measure BP Transactions and Use (Sales) Tax.
- The City Council shall consider the Committee’s recommendations before making a final decision on spending revenue generated by the Measure BP Transactions and Use (Sales) Tax.
- The Office of the CEO and the City‘s Department of Finance shall track revenues generated by Measure BP and present financial reports to both the Committee and the City Council outlining Measure BP revenues received and spent, as well as City projects, programs and services funded by Measure BP revenues.
- Members of the Committee must attend a minimum of half of the Committee meetings held in a given year, with the meeting schedule established pursuant to Section 35.148. Members who fail to meet the minimum attendance requirement shall be subject to removal from the Committee.
- SOC Meetings are subject to the Brown Act Requirements.
Committee members shall not hold public office as an elected official at the time of their appointment or at any other time during their term. Each member serves at the pleasure of the City Council.
