Councilmember Paul C. Hernandez was elected to the Baldwin Park City Council in November 2018. Before serving on the City Council, Paul was elected to the Valley Council Water District (VCWD) in November 2013.

During his time at the VCWD, he was instrumental in leading the district’s Affordable Rate Program that supports seniors and low-income families. He championed a five-year multi-million-dollar infrastructure program and ensured safe and affordable drinking water for our residents.

More recently, as Councilmember, Paul introduced the Rent Stabilization Ordinance, a program that offers tenant protection rights. He assembled a coalition of private-public entities to launch a summer youth employment program that provides leadership training. Paul advocated and voted in support of a city-wide strategy to add housing units for low-income families and seniors.

Paul is a strong advocate for working families, seniors, and youths.

Throughout the years, he has developed effective partnerships to instill change and adopt new programs that benefit residents. Paul has a proven track record of demonstrating his ability to resolve large-scale issues.

With over eighteen years working in the highest levels of local government and non-profits, he has had the opportunity to create jobs for over 10,000 youths, managed $500 million in federal public safety grants as well as critical infrastructure projects. He has transformed emergency procedures and policies to be more inclusive for people with disabilities and those with functional needs.

Paul has held leadership positions within local and national non-profits such as the Korean American Federation of Los Angeles, Los Angeles City Council, Los Angeles Mayor’s Office, Los Angeles City Emergency Management Department and the Homeland Security Advisory Council.

He earned his Bachelor of Science Degree in Business Administration from Woodbury University and his Master of Leadership Degree from the University of Southern California.

Paul resides in Baldwin Park with his dog Sir Allen, who was adopted from the Baldwin Park Animal Care Shelter.
