The Housing Division provides a range of services to improve the quality of life of low- to moderate-income residents and neighborhoods.The mission of the Division is to ensure that all eligible residents have access to all available services and programs to enhance the enjoyment of life in a rich and diverse living environment and a stable community.

Programs and Functions

  • Section 8 - Housing Choice Voucher Program

    The Housing Choice Voucher Program is a federally funded rental program that assists very low-income families, elderly, and disabled houses.
  • Public Housing

    The Baldwin Park Housing Authority administers MC Neil Manor, a 12-unit low-income senior housing development.
  • Home Improvement Loan and Grant Program

    The Home Improvement Loan and Grant Program provides immediate monetary resources to assist very low, low and moderate income owner-occupants to make necessary repairs to their homes.
  • First Time Homebuyer Program

    The City of Baldwin park offers a loan program to fund the difference between the purchase price of a home and the first mortgage through the HOME Investment Partnership Program.
  • Community Development Block Grant (CDBG)

    The CDBG Program is funded through the U.S. Department of Housing and Urban Development (HUD) to develop viable urban communities by providing decent housing, a suitable living environment and expand economic opportunities, primarily for persons of low to moderate income.
  • Housing Rights Center
